How do you overcome the obstacles to make this vision into a reality? A little harder than shooting it down, don’t you think?

Roosevelt Roads has about 20.6 square kilometers.   However, Puerto Rico City has a tighter focus on being strictly a business enterprise zone, and not a residential area.
